On April 2, 2021, the Official Gazette of the Federation published the AGREEMENT amending the rules and criteria issued by the Ministry of Economy regarding Foreign Trade Rules and Criteria. This amendment adds Rule 2.2.26 BISand Section IV to paragraph 8 of Annex 2.2.1, providing the legal framework for the automatic import notice for aluminum products.
This measure aims to strengthen the monitoring, traceability, and control of aluminum imports, given their importance in strategic sectors of the national economy. The key points are summarized below:
An obligation is established to process an automatic import notice for aluminum products classified under various tariff items in Chapter 76.
Regarding the information required for the notice, the procedure must be submitted through the Digital Window (Ventanilla Digital) and include, among other data, the following:
- Tariff heading and NICO
- Quantity and value of the goods
- Country of melting
- Country of cast
- Country of origin and export
- Supplier data
- Detailed product description (type, dimensions, coating, etc.)
The goods subject to this regulation encompass 42 tariff items corresponding to products such as:
- Unwrought aluminum
- Bars, profiles, and wire
- Sheets, plates, and strip
- Tubes and fittings
- Castings or forgings
